Morocco and France Strengthen Their Partnership in Justice with a Joint Action Plan for 2026–2028

Moroccan Minister of Justice, Abdellatif Ouahbi, and his French counterpart, Gérald Darmanin, have signed an action plan for technical cooperation in the field of justice for the period 2026–2028. This initiative aims to enhance the bilateral partnership between the Kingdom of Morocco and the French Republic in the justice sector.

The signing of this plan comes within the framework of the historical and renewed relations between the two countries, which are based on regular political dialogue, mutual trust, and practical cooperation in several strategic sectors. Collaboration in the field of justice is considered a fundamental pillar of this partnership, due to its role in supporting good governance, solidifying the rule of law, and strengthening trust in institutions.

Abdellatif Ouahbi emphasized that cooperation with France extends beyond a sectoral dimension and reflects a shared vision based on dialogue and integration. He pointed out that enhancing judicial cooperation is a strategic priority for supporting stability and development, as well as reinforcing the rule of law in Morocco.

On his part, the French Minister of Justice described the relationship between the two countries as a model of solid and evolving partnership, stressing that judicial cooperation serves as a tool for enhancing institutional trust and keeping pace with the transformations occurring in both nations, while respecting national specificities and fostering common interests.

The new action plan encompasses several areas, including the modernization of the judicial administration, strengthening human resource capabilities, exchanging expertise on legislative and regulatory updates, and participating in international events and forums of mutual interest. This aligns with previous agreements and memorandums of understanding between the two ministries of justice, reflecting both sides’ commitment to building a structured and sustainable cooperation grounded in experience sharing and support for major reforms in the justice system.

This collaboration reaffirms the desire of Morocco and France to make justice a cornerstone of their bilateral partnership, serving both stability and development while enhancing the rule of law at both national and international levels.
