Launch of a National Framework to Enhance Cohesion of Public Policies in Morocco

The Ministry of Investment, Governance, and Public Policy Evaluation launched the national standard framework for the coherence of public policies in Rabat on Wednesday. This initiative aims to establish modern governance for public actions and enhance the effectiveness of state interventions.

The Minister Delegate for Investment, Governance, and Public Policy Evaluation, Karim Zidan, confirmed that this project embodies the royal directives aimed at accelerating the pace of reforms, making public policies more effective and capable of adapting to the rapid changes in the national context.

He explained that the new framework does not intend to restrict initiatives or burden administrations with additional procedures; rather, it seeks to provide a unified reference that guarantees coherence among programs and policies while enhancing equity in the distribution of their impacts across various groups and sectors.

Zidan called upon different governmental sectors to adopt this reference continuously to ensure the sustainability of public work and to transcend the impacts of governmental changes, thereby serving comprehensive development under the wise leadership of King Mohammed VI.

For his part, the Secretary-General of the ministry, Ibrahim Benmoussa, presented the technical foundations of the framework, which was developed through a participatory approach involving various ministerial sectors and the High Planning Commission, based on an accurate assessment of the state of public policy coherence in Morocco.

He clarified that the framework focuses on defining common criteria for developing public policies and establishing unified monitoring and evaluation mechanisms to ensure that sectoral programs align with national priorities, avoid duplication, and improve the utilization of financial and human resources.

This framework represents a step toward making coordination a foundational principle within the administration, by institutionalizing dialogue among sectors and standardizing measurement tools. This enhancement strengthens the state’s ability to translate strategic objectives into tangible results for citizens and bolsters its readiness to face future challenges.
