The Speaker of the House of Representatives, Rachid Talbi Alami, concluded yesterday, Tuesday, the works of the first legislative session in the fifth year of the eleventh legislative term, emphasizing that Morocco continues its steadfast path towards progress, underpinned by cohesive national unity, in a sensitive national and international context marked by ongoing reforms, strengthening the democratic model, and consolidating the geopolitical standing of the Kingdom.

Talbi Alami pointed out that the outcomes of this session were rich, with contributions from various components and mechanisms of the House of Representatives, in a national context characterized by continuous economic growth, the enhancement of the democratic process, and the ongoing consolidation of Morocco’s regional, continental, and international position, under the wise leadership of His Majesty King Mohammed VI.

He regarded the key theme of this phase to be “the steady Moroccan rise in light of national unity,” describing it as a journey built on accumulation and significant achievements realized thanks to the visionary strategic outlook of His Majesty the King, which is based on solidarity, social and spatial cohesion, and the provision of economic, social, cultural, institutional, and legal conditions necessary for significant transformations.

The Speaker highlighted a notable moment during this session, which was the adoption by the United Nations Security Council on October 31, 2025, of Resolution 2797, considering that this decision constituted a crucial turning point in the ongoing dispute regarding the territorial integrity of the Kingdom, and reinforced the legitimacy of Morocco’s inalienable rights in its recovered southern regions.

In this context, Talbi Alami recalled the contents of the royal speech following this historic decision, in which His Majesty King Mohammed VI affirmed that Morocco is experiencing a pivotal moment and a decisive turning point in its modern history, stressing that what came before this date is not the same as what follows it, given the transformations that have strengthened Morocco’s position internationally.

He asserted that Morocco’s rise has been achieved through major reforms and reconciliations undertaken voluntarily by the Kingdom, including reconciling with history and within history, reconciling with the land, as well as cultural reconciliation through institutionalizing linguistic and cultural diversity within national unity.

He noted that the House of Representatives has been keen, through the approval of laws, effective oversight of government operations, and democratic evaluation of public policies, to ensure its contribution facilitates this rise, positively impacting the pace of human development and improving its indicators, while enhancing spatial justice that His Majesty has continually called for.

He pointed to the notable transformation of Morocco’s face during a quarter-century of His Majesty King Mohammed VI’s reign, due to major projects, modern infrastructure, and advanced urban developments, making the Kingdom more attractive internationally and a key pillar of regional and continental stability.

On the legislative front, the House of Representatives approved 27 draft laws during this session, which addressed the guaranteeing of rights in their political, economic, and social dimensions, the strengthening of the rule of law, and accompanying the economic dynamism the country is experiencing, while also preparing for upcoming constitutional and institutional entitlements, particularly those linked to the election of members of the House of Representatives in 2026.

The approved texts also covered the fields of economy and finance, regulating financial and commercial transactions and strengthening national efforts in savings and investment, while emphasizing transparency and governance principles and implementing the constitutional principle of equality before the law.

Talbi Alami confirmed that these texts complement others that enhance the legal framework of the justice and judicial system, solidifying the independence and empowerment of the judiciary as a fundamental cornerstone for consolidating the rule of law, which guarantees the rights and duties of all.

Regarding the social welfare state, the House of Representatives continued to implement its legislative plan aimed at promoting social cohesion and inclusion, through the approval of foundational laws and amendments of others, in accordance with the requirements of practice and application, ensuring that all groups are targeted and that no one is left behind in the path of development.

On the oversight front, social issues, basic services, public infrastructure, education and training, and economic and environmental issues topped the council’s agenda, with a total of 484 oral questions planned for the October 2025 session, including 133 urgent questions out of 670, in addition to submitting 2,269 written questions, with responses received for 1,052 of them.

The council also continued to activate mechanisms for evaluating public policies, through exploratory missions and thematic groups, underscoring that this evaluation is not merely a technical exercise, but rather represents a democratic, institutional responsibility that aims to enhance the effectiveness of public policies and ensure their sustainable impact.

Regarding the council’s relationships with constitutional institutions and governance bodies, the Speaker emphasized the commitment of the legislative institution to the principle of separation of powers, balance, and cooperation among them, highlighting the council’s interaction with reports from the Court of Auditors, the Public Prosecution, the Competition Council, the Ombudsman, the National Human Rights Council, and other constitutional bodies.

On the level of parliamentary diplomacy, the House of Representatives continued to advocate for the first national cause, alongside showcasing the progress made by the Kingdom in various fields and engaging in major international issues such as climate, migration, security, peace, and counter-terrorism, reflecting Morocco’s commitments regarding these issues.

Talbi Alami concluded his remarks by affirming that the House of Representatives will remain, through its various components, a reflection of the community’s concerns, mobilized to continue working to meet challenges, face obstacles, consolidate achievements, and enhance trust in institutions, under the wise leadership of His Majesty King Mohammed VI.
