Amal al-Falah al-Sghrouchni: The Success of the Outsourcing Services Showcase Relies on Competencies and International Openness

Express TV: On Tuesday in Rabat, Amal al-Falah al-Sghrouchni, the Minister Delegate for Digital Transition and Administrative Reform, affirmed that the success of the outsourcing services showcase in Morocco hinges on collective mobilization aimed at building an economic future based on value creation, exceptional competencies, and calculated international openness, in line with the royal vision of His Majesty King Mohammed VI.

This statement was made during a meeting titled “Outsourcing Services in Morocco: A Renewed Model and Shared Ambition,” dedicated to revitalizing the national offer in this field. The minister highlighted that this gathering falls within the framework of anticipating global economic and technological transformations, emphasizing that outsourcing has become a fundamental pillar in the socio-economic development path of the Kingdom.

Al-Sghrouchni underscored Morocco’s need to firmly affirm its strategic options, a direction that reflects the royal will to make digital transformation, openness to the outside world, and the creation of qualified job opportunities national strategic priorities. She praised the ongoing leadership and engagement of the Prime Minister, government members, institutional officials, and private sector actors, commending the vital role of the Digital Economy Directorate in ensuring the success of this endeavor.

The minister reiterated that the outsourcing sector represents a key pillar of the national strategy “Digital Morocco 2030,” contributing directly to enhancing the digital economy, creating job opportunities, and solidifying Morocco’s position within global value chains. She detailed that the sector is expected to record strong results by the end of 2024, creating 148,500 permanent jobs, including 18,500 new positions over two years, while service exports reached a record level of 26.22 billion dirhams.

Nevertheless, al-Sghrouchni stressed that the sustainability of these gains requires a qualitative enhancement of the national offering to ensure continued competitiveness in the ever-evolving global market, pointing to the necessity of focusing on fine competencies, specialized expertise, and flexibility in facing increasing continental and international competition.

She added that Morocco has managed to assert its position amid global challenges thanks to its macroeconomic stability, quality infrastructure, and human capital, noting that more than 1,200 international companies have chosen the Kingdom as an investment destination based on efficiency, trust, and value.

Regarding future ambitions, al-Sghrouchni stated that by 2030, the Kingdom aims to double its outsourcing service export revenues to around 40 billion dirhams and create 270,000 job opportunities, with the goal of enhancing the credibility of the “Made in Morocco” offering in international markets.

To achieve these objectives, the minister explained that the sector’s strategy is built on three main pillars: developing human capital in line with market needs, enhancing infrastructure through specialized and integrated zones, and establishing a clear and stable incentive framework to ensure sustainable investment at the national level.

She concluded her remarks by calling for a shared reading of the new publication 15/2025, creating a space for strategic exchange, and highlighting tangible opportunities, confirming that the success of the outsourcing services showcase in Morocco relies on “collective mobilization” to develop a renewed economic future based on value creation, exceptional competencies, and calculated openness, in line with the royal vision.
