Morocco Aims to Establish the Moroccan Academy of Integrity by 2027

Morocco is set to establish the Moroccan Academy for Integrity by 2027. This initiative aims to provide a new institutional boost to the fight against corruption in the country, following consultations between Mohamed Benalilou, the President of the National Authority for Integrity, Prevention and Fight Against Corruption, and Drago Kos, Dean of the International Anti-Corruption Academy.

The Authority’s five-year strategy, spanning from 2025 to 2030, indicates that this project falls under a vision aimed at creating an integrated national system for reporting corruption and enhancing a culture of reporting and responsibility among employees and citizens, while providing effective protection for whistleblowers and alert citizens.

The strategy also outlines that the Moroccan Academy for Integrity will focus on advanced studies and specialized training in the values of integrity, transparency, and good governance, while strengthening national capacities in the prevention and fight against corruption.

According to the same document, this institution will serve as a platform to establish a comprehensive approach to training and qualification, based on the exchange of best practices, benefiting from comparative experiences, and addressing national priority needs, while being open to institutional and research environments, both nationally and internationally.

In the next three years, the Authority intends to lay down the regulatory foundations for the Academy, by preparing its statutes and organizational structure, and launching preliminary training programs aimed at various stakeholders.

The establishment of this Academy is part of a broader plan to integrate values of integrity and the prevention of corruption into the educational and training systems, where the Authority aims to support and encourage extra-curricular activities in educational institutions focusing on issues of integrity and governance.

In this context, over the next five years, the Authority plans to forge a partnership with the government ministry responsible for national education, to integrate school life activities as a parallel entry point for instilling values of integrity among youth, through organizing cultural and educational activities in various educational institutions across regional academies, in the form of national competitions, seminars, and interactive presentations.

The project also aims to produce educational and artistic materials dedicated to extra-curricular activities, organize artistic and educational events in educational institutions, along with publishing a comprehensive booklet compiling school artistic contributions and organizing a national meeting to honor creative students.

At the level of vocational training, the Authority is working on a vision to integrate values of integrity and principles of good governance into training institution programs, by drafting a recommendation memo directed at the government body responsible for vocational training and employment stimulation, aiming to incorporate these values into training curricula as a means to achieve sustainable and long-term change by targeting future professionals.

This initiative is expected to include the preparation of a recommendation memo and a study regarding the level of integration of integrity into the vocational training system, alongside the development of specific pedagogical tools for this pathway.
