Health Governance Reform: Tahraoui Bets on Regional Groups to Enhance Treatment Pathways in Morocco
The Minister of Health and Social Protection, Amin Tahraoui, announced the launch of preparatory works to generalize “territorial health groups” across various regions of the Kingdom. This initiative aims to restructure the national health supply and bring decision-making centers closer to the field. During a question-and-answer session at the House of Councillors, the minister explained that this effort relies on establishing an organizational framework that ensures complete coordination between regional directorates and university hospitals, with the preparation of independent regional budgets and phased work programs that outline a clear map of treatment pathways by specialty.
The government official emphasized that the ministry’s approach to this generalization is based on the success of the pilot experience in the Tangier-Tétouan-Al Hoceima region, which began exercising its mandates effectively in October 2025. This model has allowed for the consolidation of a single university hospital with 22 hospitals and 295 health centers, alongside approximately 7,000 healthcare professionals under one public institution, significantly contributing to reducing management timeframes and improving the speed of regional decision-making.
Based on these positive indicators, Tahraoui stated that the goal is to gradually generalize this model throughout 2026, depending on each region’s readiness in terms of organization and human resources. This generalization will be accompanied by the establishment of a unified regional information system connecting various health institutions, enabling coordinated and precise tracking of patient treatment pathways—a core aspect of the ministry’s health governance reform under Law No. 08.22.
Amid the “union anger” accompanying this transition, the minister stressed that the government has recently approved 11 decrees defining the actual start dates for health groups to begin fulfilling their roles. He assured that the ministry adopts a gradual and responsible approach to learn from practical experiences. This new direction aims to eliminate fragmentation in health services and provide a coherent public service that guarantees citizens an effective and clear treatment pathway within their region.
