The President of the Superior Council of the Judicial Authority: Morocco is Engaged in a Comprehensive National Process to Combat Financial Corruption

The President of the High Judicial Council emphasized during his speech at the opening of the national series of specialized training on financial crimes that Morocco is engaged in a comprehensive national approach to combat financial corruption and to instill the values of transparency, governance, and accountability, under the wise leadership of His Majesty King Mohammed VI.

He explained that combating corruption is an indicator of the state’s strength and a measure of citizens’ trust in their institutions, stressing that the fight against corruption is not the responsibility of a single entity, but requires the integration of the efforts of institutions and society as a whole.

He pointed out that the High Judicial Council has made the training of judges specializing in financial crimes a strategic priority, focusing on continuous education, the development of financial analytical methodologies, and the use of modern technology in investigations and tracking. He revealed the establishment of a specialized administrative body in 2023 to monitor the performance of financial crime departments based on precise indicators of efficiency and effectiveness.

The President reminded attendees of the tripartite memorandum of understanding signed in June 2022 between the High Judicial Council, the Public Prosecution, and the Court of Accounts, aimed at enhancing cooperation in combating corruption, qualifying human resources, and exchanging financial information.

He disclosed that the number of cases recorded before financial crime departments during the past judicial year reached 436 cases, with 71% of those resolved within the recommended timelines, resulting in significant amounts of money being recovered for the public treasury.

He praised the role of the Court of Accounts in auditing public accounts and the efforts of the Public Prosecution in following up on corruption cases, affirming that financial justice serves as a safeguard for the integrity of public life, and its success is an indicator of the effectiveness of the judicial reform led by His Majesty the King.

He concluded his speech by asserting that upcoming training sessions will address topics such as tracking, investigation, evidence gathering, international judicial cooperation, and asset recovery, with the aim of developing an advanced Moroccan judicial model for combating financial corruption that combines legal precision, ethical rigor, and institutional efficiency.
