The government approves a new decree restructuring the governance of the National Social Security Fund
In a significant step towards enhancing the governance of the National Social Security Fund (CNSS), the government council approved draft decree No. 2.25.641 on Thursday, October 30, 2025. This was presented by Younes Skouri, Minister of Economic Inclusion, Small Business, Employment, and Skills, on behalf of Nadia Fettah, Minister of Economy and Finance.
This decree is part of the implementation of Article 7 of Dahir-Law No. 1.72.184 issued on July 27, 1972, concerning the social security system, which was updated by Law No. 02.24 issued on February 20, 2025.
The new text aims to define the composition of the board of directors of the National Social Security Fund, clarifying the governmental sectors responsible for representing the state on the board, and specifying the procedures for appointing members by a decision from the head of government.
The decree also outlines how to calculate the number of seats allocated for representatives of employees and employers affiliated with the most representative national trade unions and professional organizations, as well as detailing the mechanisms for their nomination by their respective bodies.
Additionally, the new framework includes the legal conditions for losing membership within the board of directors, as well as procedures for compensating members who leave their positions before their terms end.
This initiative comes in the context of a comprehensive reform of the social protection system in Morocco, aimed at modernizing governance and enhancing transparency within social institutions, ensuring balanced representation for all parties, and more efficient management of the fund’s resources.
