The Full Text of His Majesty the King’s Speech on the Occasion of the Opening of Parliament – October 10, 2025
“Praise be to God, and blessings and peace be upon our Master, the Messenger of God, and his Family and Companions.
Honorable Members of Parliament,
Today, with God’s grace and assistance, we inaugurate the final year of the current term of the House of Representatives.
This is an opportunity to express our appreciation for the work you are doing, both in the realm of legislation and in overseeing government actions, as well as in evaluating public policies.
We would also like to commend the efforts exerted to elevate party and parliamentary diplomacy in the service of the country’s paramount issues, calling for more diligence and effectiveness, within a framework of cooperation and integration with official diplomacy.
Since this is the last year for the members of the House of Representatives, we urge you to dedicate it to working with a sense of responsibility, to complete legislative plans, implement open programs and projects, and to remain vigilant and committed in defending the issues of the nation and its citizens.
Moreover, there should be no contradiction or competition between major national projects and social programs, as long as the goal is the development of the country and improving the living conditions of citizens, wherever they may be.
In this context, special attention should be given to educating citizens and raising awareness of the initiatives taken by public authorities and various laws and decisions, especially those that directly pertain to the rights and freedoms of citizens.
This matter is not solely the responsibility of the government; rather, it is the responsibility of everyone, especially you, the esteemed parliamentarians, as you represent the citizens.
It is also the responsibility of political parties and elected representatives across various councils, at all territorial levels, in addition to the media, civil society actors, and all the vibrant forces of the nation.
Honorable Members of Parliament,
In our last Throne Speech, we called for accelerating the march of a rising Morocco and launching a new generation of territorial development programs. These issues transcend governmental and parliamentary timelines.
Our country, thank God, is opening the door, through the dynamics we have initiated, towards achieving greater social and spatial justice, ensuring that everyone benefits from the fruits of growth, and promoting equal opportunities among the unified people of Morocco in various political, economic, social, and other rights.
We believe that the level of local development is a true reflection of the progress of a rising and united Morocco, which we all strive to consolidate.
Social justice and combating spatial inequalities are not mere empty slogans, nor are they a temporary priority that may lose significance with changing circumstances; rather, we consider them a strategic direction that all actors must adhere to, and a crucial bet that should guide our various developmental policies.
Therefore, Morocco’s path toward achieving social and spatial justice requires the mobilization of all energies today.
The significant transformation we seek to achieve in terms of territorial development necessitates a tangible change in mentalities and working methods, as well as a genuine establishment of a results-oriented culture, based on precise field data and optimal investment in digital technology.
Thus, we expect a faster pace and stronger impact from the new generation of territorial development programs that we tasked the government with preparing, within a win-win relationship between urban and rural areas.
This particularly concerns the main priority issues we’ve identified, foremost among them:
Encouraging local initiatives and economic activities, providing job opportunities for youth, advancing the sectors of education and health, and enhancing the territorial domain.
In this regard, we call on everyone, each from their position, to combat all practices that waste time, effort, and resources, as we cannot accept any complacency in the effectiveness and productivity of public investment.
In addition to our instructions in the Throne Speech regarding territorial development, we call for a focus on the following issues:
First: Giving special attention to the most vulnerable areas, considering their particularities and needs, especially mountainous and oasis regions.
It is impossible to achieve coherent territorial development without actual integration and solidarity among regions.
It has become essential to reconsider the development of mountainous areas, which cover 30% of the national territory, and to provide them with an integrated public policy that takes into account their unique characteristics and numerous potentials.
Second: The serious and optimal activation of sustainable development mechanisms for national coastlines, including the law related to the coast and the national coastal plan, contributing to achieving the necessary balance between the rapid development of these areas and the requirements for their protection, enhancing their significant potentials within a national marine economy that creates wealth and job opportunities.
Third: Expanding the scope of rural centers, considering them suitable spaces for managing urban expansion and mitigating its negative effects, with these emerging centers forming an effective link in bringing administrative, social, and economic services closer to citizens in rural areas.
Honorable Members of Parliament,
The coming year is filled with projects and challenges, and we expect all of you, government and parliament, majority and opposition, to mobilize all energies and resources, prioritizing the higher interests of the nation and its citizens.
So be, may God safeguard you, worthy of the trust placed in you and the responsibility entrusted to you, and what serving the homeland requires in terms of integrity, commitment, and selflessness.
