Ivory Coast Launches $7 Billion Diesel Refinery Project to Strengthen Its Energy Position

Ivory Coast has initiated the construction of a new diesel refinery (the Hydrodesulfurization Complex) with a production capacity of up to 170,000 barrels per day, backed by an investment of $7 billion.

This project aims to reinforce the country’s status as a regional energy hub while adhering to international environmental standards.

Prime Minister Robert Beugré Mambé emphasized that this facility will enable the production of cleaner fuels, aligning with Ivory Coast’s international commitments. Meanwhile, Minister of Energy, Petroleum, and Mining Mamadou Sangafowa Coulibaly described the complex as a strategic lever for sustainably improving the quality of diesel available to consumers.

Teutioho Soro, General Director of the Ivorian Refinery (SIR), explained that this advanced infrastructure will produce low-sulfur diesel starting in 2030, meeting specifications similar to those adopted in Europe.

The construction is expected to last 44 months, with the complex scheduled to commence operations in early 2029.
