Green Energies: Emal Report Reveals Strategic Potential for Morocco

The Emal Initiative for Climate and Development, the first think tank in North Africa specializing in climate issues, revealed a new report yesterday, October 30, 2025, in Rabat, highlighting the major opportunities offered by decentralized renewable energy systems in Morocco (SERD).

The report emphasizes that the growing population, economic growth, and improved living standards are leading to a continuous rise in energy demand, while Morocco remains dependent on imported fossil fuels that are costly and emissions-generating, making the development of renewable energy solutions a strategic option. This vision fits within the framework of the new development model and the kingdom’s commitments to triple its renewable energy capacity by 2030.

The report indicates that decentralized energy systems, particularly solar energy from rooftops equipped with storage systems and supporting electric mobility, could serve as a major driver for enhancing the resilience of the national energy system and increasing its competitiveness, as well as being a key tool for achieving the goals for 2030 and 2050.

Based on data from the High Commission for Planning, the report estimates that electricity production potential could reach 66.8 terawatt-hours by 2035, equivalent to a installed capacity of 28.58 gigawatts, representing a market worth over $31 billion and contributing to the avoidance of approximately 48 million tons of carbon dioxide emissions. Even in a more conservative scenario, production could reach 20 terawatt-hours with an installed capacity of 8.5 gigawatts, presenting economic opportunities worth $9.3 billion.

The report also addresses the prospects for electric mobility, noting that Morocco could have around 2.5 million electric vehicles by 2035, according to the 2050 carbon neutrality strategy, which would account for 91% of national electricity demand, thereby enhancing the resilience of the electrical grid thanks to Vehicle-to-Grid (V2G) technologies.

The report sees the widespread adoption of decentralized renewable energy systems as a way to create over 43,000 direct and indirect jobs across various regions of the kingdom and to contribute to enhanced spatial equity and energy solidarity.

To achieve this transformation, the Emal Initiative calls for the adaptation of the institutional and regulatory framework to integrate decentralized production into the national energy strategy, through investment in smart grids, dynamic pricing for demand management, and activation of Law 82-21 on self-production starting in 2026. It also recommends integrating new standards in construction, establishing a national fund to support decentralized systems for families and small and medium enterprises, and accelerating the rollout of electric mobility through the “V2X Maroc” platform, alongside strengthening governance, standards, and coordination among institutions.

The Emal Initiative intends to present the findings and recommendations of the report in several regions of the kingdom, in partnership with the Moroccan Alliance for Climate and Sustainable Development and various civil society actors, within a participatory approach aimed at supporting the sustainable energy transition in Morocco.
