Draft of the 2026 Finance Law: Morocco Boosts Defense Budget to Over 157 Billion Dirhams

The 2026 Finance Law proposal reveals a record increase in the defense budget allocated for pre-commitments, reflecting Morocco’s ongoing efforts to modernize and develop its Royal Armed Forces and support local defense industry.

Article 35 of the proposal sets the authorized expenditure for the Minister Delegated to the National Defense Administration at 157,171,000,000 dirhams (over 157 billion dirhams) for the fiscal year 2026, within allocations for the acquisition and repair of military equipment and support for developing the defense industry.

The proposal clarifies that the commitment to these amounts will occur during 2026, with special credits earmarked for the fiscal year 2027. This budget represents a 17.77% increase compared to last year’s budget of 133,453,000,000 dirhams for 2025, indicating a net increase in pre-commitments of 23,718,000,000 dirhams (over 23.7 billion dirhams).

The defense budget has seen consecutive increases since 2019, rising from 96.7 billion dirhams to 115.5 billion dirhams in 2022, then 120 billion dirhams in 2023, and 124.7 billion dirhams in 2024, reaching 133 billion dirhams in 2025, before surpassing 157 billion dirhams in 2026.

This leap in financial allocations reflects the state’s commitment to enhancing the military and security capabilities of the Kingdom and keeping pace with the demands of developing the national defense industry.
