Since the ascension of His Majesty King Mohammed VI to the throne, His Majesty has always been the initiator and pioneer of every reform project, leading with a clear vision and unwavering determination, without waiting for any external motivation or pressure. From the outset, he has mapped out a national roadmap based on the supreme interests of the nation and its citizens.

What was stated in today’s Cabinet communiqué is not a response to any specific demands or currents, but rather a confirmation of the vitality of the state and its institutions, and of the King’s ongoing commitment to leading reform and renewal through well-studied and integrated programs that directly address the actual needs of the national territory and respond to the aspirations of citizens across all regions of the kingdom.

Integrated Territorial Development Programs: A New and Advanced Approach

In response to the royal directives delivered in the recent Throne Day and the opening of the legislative year, the government has launched a new generation of integrated territorial development programs focused on an innovative approach aimed at overcoming regional imbalances and empowering citizens at the local level through a broad national dialogue and inclusive local consultations involving civil society, local elites, and relevant stakeholders.

The importance of this approach lies in:

  • Identifying real needs and setting precise project priorities;
  • Adopting a bottom-up logic to ensure local ownership of the development process;
  • Strengthening decentralization and local empowerment within the framework of advanced regionalism.

Core Pillars of the 2026 Program

  1. Education and Basic Services: Rehabilitation of rural schools, support for school transportation and canteens, expansion of preschool education, and empowering girls and children from low-income families, along with mobile digital education programs to bridge digital divides.
  2. Health: Ensuring equitable access to health services through mobile units, preventive campaigns, and equipping health centers with essential equipment, along with a fair distribution of human resources.
  3. Water Resource Management: Implementing an active and sustainable model for water provision by upgrading networks, establishing new water points, and developing innovative solutions for rural and isolated areas.
  4. Integrated Territorial Development: Improving infrastructure, supporting local projects, and establishing advanced urban centers to boost the local economy and basic services.
  5. Employment and Economic Inclusion: Creating local job opportunities, supporting small projects and women’s cooperatives, and providing specialized training programs for in-demand local professions, while enhancing seasonal activities with direct social impact.

The Vitality of the State and the King’s Reform Will

These programs affirm that development in Morocco is not merely slogans, but rather a comprehensive roadmap that underscores a commitment to spatial justice, transparency, and effectiveness in project implementation. They represent a genuine translation of the royal vision that balances institutional stability with developmental ambition, ensuring every citizen’s right to benefit, giving every region its chance to prosper, and ensuring that each project has a direct impact on citizens’ quality of life.

Today’s Cabinet communiqué confirms the continuity of royal initiative and serious reform, as well as the kingdom’s determination to strengthen its institutions and develop its development policies in service of both the nation and its citizens.
