Minister Fatah: Retirement Fund Exemptions Are Rare and Subject to Strict Professional Criteria
The Moroccan Retirement Fund administration confirmed that decisions to exempt individuals from their responsibilities within the institution remain exceptional and rare; such actions are only taken in specific circumstances based on purely professional considerations and after verifying that the previously set goals have not been achieved, all while strictly adhering to established objective standards.
In response to a written question from parliamentary member Mohamed Walzein of the Movement Popular party, Minister of Economy and Finance Nadia Fatah clarified that the fund has recorded only three cases of exemption from positions of responsibility in recent years, out of 85 positions, representing just 3.5%. She emphasized that the handling of these cases follows a gradual principle and a preventive approach to ensure fairness and efficiency.
The minister highlighted that the institution adopted a clear policy to promote internal talent, assigning more than 30 management positions to professionals from within the fund, compared to only five from outside. Furthermore, more than 35% of the new appointments included women, reflecting the fund’s commitment to equal opportunities and recognition of professional merit.
The Retirement Fund administration stressed that the process of appointing officials relies on a transparent and structured course, taking into account competence and accountability while fully respecting regulatory laws. This approach aims to enhance internal human capital and ensure justice in promotions and appointments.
As part of its strategic vision, the fund launched a series of structural projects aimed at improving the work environment and developing skills. Additionally, it adopted an internal contracting mechanism between management and officials, defining objectives and indicators to foster a results-oriented evaluation culture, thereby enhancing the quality of services provided to clients.
