Midawi Calls on Universities for Internal Consultations Regarding Amendments to Pedagogical Regulations
In light of the ongoing debate surrounding the changes to the pedagogical regulations for the bachelor’s and master’s programs, Azeddine Midawi, the Minister of Higher Education, Scientific Research, and Innovation, has issued a memorandum to the heads of Moroccan universities urging them to initiate internal consultations with their affiliated institutions.
The minister requested that meetings be held between institutional heads and heads of academic departments to propose suitable measures for implementing these amendments. These proposals will then be presented to institutional councils and subsequently to university councils for discussion. This step follows a meeting held on September 16, 2025, between the ministry and the National Union of Higher Education, where these amendments and Law No. 59.24 were extensively discussed alongside a national strike in opposition to them.
Midawi emphasized the importance of a participatory approach in the development and implementation of reforms, which enhances university autonomy and safeguards student interests. He urged universities to submit detailed reports on the outcomes of these consultations. The minister concluded his memorandum by stressing the need for serious engagement with its contents and careful monitoring of their implementation.
