Official Report: Job Market Thrives in 2025 as Unemployment Rate Hits Lowest Level Since the Pandemic

The High Commission for Planning has reported that Morocco’s unemployment rate dropped to 12.8% during the second quarter of 2025, compared to 13.1% in the same period last year, reflecting a gradual improvement in the job market following the COVID-19 pandemic and consecutive years of drought.

In a statement issued on Monday, the commission noted a decrease of 38,000 unemployed individuals, including 33,000 in rural areas and 5,000 in urban areas.

The report highlighted that 72.3% of the total active population aged 15 and above is concentrated in five regions. Casablanca-Settat leads the list with 22.2%, followed by Rabat-Salé-Kénitra at 13.6%, Marrakech-Safi at 13%, Fès-Meknès at 11.8%, and Tangier-Tétouan-Al Hoceima at 11.7%.

Four regions reported activity rates higher than the national average of 43.4%. These include Tangier-Tétouan-Al Hoceima at 47.9%, southern regions at 46.6%, Casablanca-Settat at 45.4%, and Marrakech-Safi at 43.9%. Conversely, the lowest rates were recorded in Beni Mellal-Khénifra (39.7%), Drâa-Tafilalet (40.1%), Souss-Massa (40.4%), and the eastern region (40.4%).

The commission revealed that 72.3% of the unemployed are concentrated in five main regions. Casablanca-Settat ranks first with 25.5% of the total unemployed, followed by Fès-Meknès with 14.8%, Rabat-Salé-Kénitra with 13.1%, the eastern region with 10.7%, and Tangier-Tétouan-Al Hoceima with 8.2%.

According to the same data, the highest unemployment rates were seen in the southern regions at 25.7%, followed by the eastern region at 21.1%. Unemployment rates also exceeded the national average in Fès-Meknès at 16.2% and Casablanca-Settat at 14.7%. In contrast, the lowest unemployment rates were recorded in Drâa-Tafilalet at 6.4%, Marrakech-Safi at 7.5%, and Tangier-Tétouan-Al Hoceima at 8.9%.
