New Decree on Extra Hours: Increased Compensation Amid Ongoing Teacher Discontent

The government council, meeting on August 28, 2025, in Rabat, approved draft decree No. 2.25.539, which amends the implementing decree No. 2.05.1012 issued on May 3, 2006, regarding extra hours for educational staff.

Content of the Decree

The new text includes two main measures:

  1. Increase in Compensation for extra hours, aimed at making it more motivating.
  2. Extension of the Permissible Time Limit by adding two hours per week to the maximum achievable.

These measures are part of implementing the 2022-2026 education reform roadmap, particularly focusing on revitalizing school life and combating school dropouts.

Ongoing Tension Among Teachers

Despite these increases, a sense of dissatisfaction persists among a large segment of teaching staff, with unions arguing that the announced measures do not sufficiently meet the workforce’s expectations.

The National Federation of Education (FNE) specifically points out that the supplementary compensation of 500 dirhams for primary and secondary school teachers, as well as specialized staff, has not yet been effectively integrated into regulatory texts.

Teacher representatives are also calling for a swift activation of commitments arising from agreements made in December 2023, particularly concerning allowances, promotions, and salary re-evaluations.

While the August 28 decree represents a practical step through improving compensation and expanding time flexibility, it still falls short of the aspirations of many unions and teachers who are awaiting a comprehensive response to their demands, particularly the monthly increase of 500 dirhams.
