Rachid Talbi Alami, President of the House of Representatives, expressed his strong condemnation of what he termed the “cowardly attack” that targeted a part of the national territory in the region of Smara on June 28. He emphasized that such actions will not undermine the strong bond between the throne and the people, nor the unity of the nation regarding the Moroccan Sahara issue, which he described as an existential matter.

During the conclusion of the second legislative session, Alami confirmed that the House of Representatives continued to defend territorial integrity, relying on the historical and legal legitimacy of Morocco’s position, amidst geopolitical shifts that have highlighted the failures of separatist attempts in various parts of the world. He added that the council worked to translate the royal vision in foreign policy, especially concerning African initiatives, such as supporting Sahel countries to gain access to maritime routes and the Atlantic Gas Pipeline project.

On the legislative front, the council approved 14 draft laws covering strategic areas such as justice, human rights, investment, and media, in addition to the country’s preparations for major sporting events. It also voted on 27 proposals for law, with 8076 amendments submitted, of which 1548 were accepted, reflecting the vitality of parliamentary work and alignment with the government.

In evaluating public policies, parliamentary groups continued to study strategic files, including literacy, the 2008-2020 sports strategy, and the Green Morocco Plan, aiming to assess the actual impact of these programs on development and society.

In the oversight aspect, the council utilized various constitutional mechanisms, including holding two public sessions to question the Prime Minister about health and education issues, and organizing 12 sessions for oral questions that included 401 questions, 134 of which were urgent. Additionally, 2394 written questions were submitted to the government, which responded to 1420 of them.

The session also saw the adoption of three exploratory missions, one of which has reported on the National Roads Company, while others are ongoing, notably concerning the “Opportunity” program and job creation, along with monitoring reports on university residences. Alami stressed the importance of accelerating the pace of these missions and activating the ready reports at the beginning of the next session, especially those related to consumer prices and artificial intelligence due to their timeliness.

In concluding his remarks, the President of the House of Representatives underscored the role of parliamentary committees in oversight and legislation, noting that 231 oversight meetings and 544 dedicated to legislation were held, alongside organizing study meetings and national dialogues, reinforcing the council’s role in openness and embedding traditions of consultation and consensus on major issues.
