The Ministry of Higher Education, Scientific Research, and Innovation has announced new decisions regarding the equivalency of degrees obtained from higher education institutions in five European countries. This initiative is part of its efforts to simplify and expedite the process of recognizing foreign qualifications.
According to a statement from the ministry, the ministerial decisions numbered 1687.25 to 1691.25, dated July 1, 2025, and published in the official bulletin No. 7422 on July 17, 2025, pertain to bachelor’s, master’s, and doctoral degrees, as well as engineering degrees obtained from public universities and higher education institutions in Spain, Belgium, the United Kingdom, Germany, and France.
The ministry clarified that the degrees in question will be equivalent to their Moroccan counterparts provided they are “national degrees” obtained regularly, with the requirement of presenting official documentation proving residency during the study period in the corresponding country.
Regarding engineering degrees, the ministry confirmed that they will be equivalent to the Moroccan State Engineer diploma, provided they are awarded by public institutions and that the study duration is no less than five years following a scientific or technical baccalaureate, with proof of regular training and residence during studies abroad.
The statement further added that these decisions are part of an ongoing process to issue similar decisions concerning other countries, aimed at facilitating the integration of graduates with foreign degrees into the Moroccan job market or continuing their studies at national institutions.
