The House of Councillors has officially approved the draft law on civil procedure on Tuesday, July 8, 2025, in a general session, completing the legislative process of a legal text that is considered one of the key aspects of judicial reform in the Kingdom.
This approval is part of a comprehensive reform initiative led by the Ministry of Justice, under the High Guidance of King Mohammed VI, aimed at modernizing the legal framework for judicial procedures, simplifying processes, enhancing efficiency, and ensuring fair and equitable access to justice.
The new law represents one of the major pillars of justice system reform, alongside parallel projects that include amending the criminal procedure code, revising the family code, regulating judicial professions, and accelerating the digital transformation within courts.
In a statement on the occasion, Minister of Justice Abdellatif Ouahbi emphasized that this reform goes beyond technical amendments, establishing a new contract between citizens and the judiciary based on trust, transparency, and speed. It aims to foster effective justice that upholds the rule of law.
The law is expected to have a direct impact on citizens’ daily lives by speeding up procedures, providing electronic services for filing requests and tracking cases, and enhancing the protection of rights, particularly for vulnerable groups. It will also provide legal professionals with a clear and flexible legal framework that supports quality and enhances legal security.
The Ministry of Justice praised the atmosphere of consensus that accompanied the discussion of the bill within Parliament, commending the contributions of institutional actors, professionals, and civil society, which enriched the legal text with practical proposals and recommendations.
