Experts Call for Comprehensive Strategy to Transform Morocco into a “Digital Nation” by 2030

Experts participating in the eighth session of the Morocco Today Forum, held in Rabat, called for the adoption of a national digital strategy based on the principles of inclusivity, trust, and flexibility, aiming to enable Morocco to transform into a digital nation by 2030.

During a discussion session dedicated to this topic, the speakers emphasized the necessity of integrating digitization into all developmental strategies, highlighting the importance of utilizing technology to serve individuals by improving access to public services, enhancing digital equality, and increasing the competitiveness of the national economy.

Colonel Khalil Nasir, Director of Monitoring and Expertise at the General Directorate of Information Systems Security, stressed that user trust is a fundamental pillar for the success of any digital transformation. He pointed out that cybersecurity represents a central challenge that must be dealt with seriously to protect data and ensure the reliability of digital platforms. He also noted the increasing threats associated with technological advancements, calling for heightened efforts to secure the national digital space.

Imad Haddour, CEO of Inetum Africa, affirmed that achieving the ambition of a digital nation requires strong digital governance, technological sovereignty, and an effective innovation ecosystem, alongside specialized human resources capable of meeting the demands of future digital professions. He explained that Morocco has advanced infrastructure and committed actors, but there is an urgent need to enhance digital training and broaden the base of technological inclusion.

Technology expert Nasser Al-Katani stated that digitization must occupy a central role in vital sectors such as health, education, agriculture, justice, and finance, advocating for an increase in its contribution to the Gross Domestic Product through innovative projects like smart villages, which could eliminate isolation in rural areas and support sustainable regional development.

Abdelkader Boudaoud, Executive Director for Organization and Strategy at Maroc Telecom, noted that stakeholders need to triple the capacity of digital networks by 2030 to keep pace with the rapid growth in digital traffic, especially with the upcoming organization of the World Cup finals. He pointed out that the company currently covers 99.9% of the population and invests between 20% and 25% of its revenue annually in developing digital infrastructure, as part of an ambitious plan to meet future digital challenges.
