Laila Benali, Minister of Energy Transition and Sustainable Development, and Amel Filah al-Saghroushni, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, signed a framework partnership agreement yesterday in Rabat. This agreement aims to support Morocco’s efforts to enhance the integration of energy transition and digital transformation pathways. The signing took place on the sidelines of the conclusion of the first national symposium on artificial intelligence, held under the high patronage of His Majesty King Mohammed VI on the 1st and 2nd of July in Rabat, themed “An Effective and Ethical Artificial Intelligence Strategy in the Service of Our Society.”

The strategic agreement aims to develop a sustainable and sovereign digital infrastructure that aligns with the Kingdom’s commitments to environmental protection and its ambitions to establish digital and energy sovereignty as drivers of sustainable and inclusive development.

Towards this end, the agreement stipulates the development of green data centers and environmentally friendly digital infrastructures, support for investments that integrate digitization and energy, the establishment of a common governance framework and unified standards, as well as encouragement of research and innovation and the development of skills in related fields, along with support for the digitization of energy production, transmission, distribution, and storage systems.

Based on this, both parties will work to mobilize the necessary joint financing for investments, particularly in the areas of green energy production and technical infrastructure. This is aimed at ensuring the economic and environmental sustainability of a project to build a next-generation green data center in Dakhla with a capacity of 500 megawatts, designed according to principles of energy efficiency, utilizing renewable energy, and adapting to climate change.

The implementation of this agreement will be based on a joint governance mechanism that includes a ministerial steering committee responsible for strategic coordination and a technical committee concerned with monitoring the practical implementation of projects and evaluating performance.
