Rachid Talbi Alami, the Speaker of the House of Representatives, called for strengthening the link between parliamentary work and scientific research, emphasizing that building democracy is not solely dependent on electoral laws, but requires institutions capable of listening to scientific knowledge and relying on sound research findings in decision-making.
In a speech delivered on Wednesday during the fifth edition of the National Prize for Research and Studies on Parliamentary Work, Talbi Alami stated that establishing trust between citizens and elected institutions necessitates reinforcing the connection between the political sphere and the academic space, enabling the consolidation of democracy in public consciousness and civic life, not just in written texts.
He stressed that representative institutions, particularly the parliament, derive their legitimacy from their openness to rational thought and debate, rather than solely from legislation, noting that the parliament should address societal concerns rather than being merely a traditional constitutional entity.
Talbi Alami regarded the National Prize for Research on Parliamentary Work as more than just an academic accolade; it reflects the legislative body’s need for scientific support to enhance its effectiveness and strengthen its communication with society. He added that hosting this edition, initiated by both chambers of parliament, demonstrates an institutional desire to engage with universities and create a space for interaction between political decision-making and knowledge.
He pointed out that this event marks a foundational moment for establishing a Moroccan research school specializing in the study of parliamentary work, expressing his appreciation to the judging committee and all participating researchers from various Moroccan universities.
The Speaker concluded his remarks by emphasizing the necessity of renewing the tools of understanding and analysis within the legislative institution and maintaining continuous engagement with societal issues, thereby strengthening the Moroccan democratic model under the wise leadership of King Mohammed VI.
