The House of Representatives approved, by majority vote, the draft law No. 75.24 to amend Law No. 12.06 related to standardization, conformity assessment, and accreditation during a legislative session held on Monday evening.

The draft law, presented by the Secretary of State for Foreign Trade, Omar Hajir, received approval from 105 members while 45 opposed it.

In his presentation of the draft law, Hajir emphasized that it aims to fulfill Morocco’s international commitments to reduce carbon emissions and bolster the competitiveness of Moroccan enterprises in international markets.

The government official highlighted that greenhouse gases, particularly carbon, have become a focal point for various economic partners and civil society due to their direct link to climate change. He noted that for this reason, various parties, especially government authorities, are resorting to legal and managerial measures to limit greenhouse gas emissions.

He explained that aside from the direct impact of these gases on climate change, they may pose a customs burden or technical barriers to accessing certain global markets that have already engaged in this path, particularly the European market, which is preparing to impose a carbon tax on imports. This tax is expected to soon cover certain industrial products and be generalized later in pursuit of achieving carbon neutrality.

In this context, Hajir noted that Morocco has consistently followed the directions of King Mohammed VI in aligning with global efforts related to sustainable development, including initiatives to mitigate climate change.

He pointed out that this draft law falls within this framework, with its most significant provision assigning the Moroccan Institute for Standardization as the reference body in this field to grant certificates certifying carbon content declarations according to current standard specifications, in coordination with the government authority responsible for sustainable development.
