Government Council Approves Decree to Support Business Climate and Reviews Baccalaureate Updates
On Thursday, a government council chaired by Aziz Akhannouch convened to present a sectoral report, discuss several legal text projects, and review an international agreement.
At the start of the meeting, the Prime Minister extended heartfelt congratulations and best wishes to the Commander of the Faithful, King Mohammed VI, as well as to all members of the Royal Family and the Moroccan people, on the occasion of Eid al-Adha. He prayed for the Almighty to protect His Majesty and grant him good health, hoping that this holiday brings health and safety to all Moroccans.
Following this, the government council received a report on the data and updates regarding the 2025 Baccalaureate exams, presented by Mr. Mohamed Sadra Birada, Minister of National Education, Preschool, and Sports.
In this context, the minister highlighted that the number of candidates this year reached 495,395, marking an increase of 0.41% compared to the 2024 session, with 110,065 of these candidates being private candidates, accounting for 22%.
The minister also discussed the situation of candidates with disabilities, noting that they benefited from specific measures, including the adaptation of exam topics and conditions to meet their needs.
Regarding candidates in special situations, exam topics have been adapted for Moroccan students returning from unstable countries and the children of migrants residing in Morocco; allowing patients to take exams exceptionally within healthcare facilities under specific guidelines, and providing oversight for tests for inmates.
To ensure the success of this session, the minister explained that a number of measures and procedures have been put in place, with 1,995 examination centers established and a total of 29,998 examination rooms across all academies; the necessary human resources were mobilized. The security of Baccalaureate certificates and grades was enhanced by producing secured certificates, eliminating handwritten signatures, and providing various digital services for the secure use of certificates.
Relating to Draft Law No. 16.25 amending Law No. 36.21 pertaining to civil status, it has been postponed to a future government meeting.
Subsequently, the council discussed and approved Draft Decree No. 2.23.716, which defines the required qualifications for the role of trustee and the fees owed for these tasks in procedures relating to economic difficulties, taking into account raised observations, presented by Mr. Abdellatif Ouahbi, Minister of Justice.
This project is part of the continued implementation of the provisions of Book Five of the Commercial Code, relating to procedures for dealing with economic difficulties. The decree regarding the determination of trustee fees is one of the most important regulatory texts that will contribute to reducing the timeframes for dealing with economic difficulties, enhancing transparency, ensuring procedural effectiveness, and increasing judicial efficiency.
This decree represents a foundational step in the initiative to improve the business climate, as one of the government’s priorities, particularly in line with the 2023-2026 roadmap, through which Morocco commits to enhancing the effectiveness and transparency of legal and judicial procedures, aiming to align the legal framework with national economic requirements and to provide adequate guarantees for overcoming challenges related to conducting business in Morocco.
The primary aim of this draft decree is to specify the qualifications needed to practice as a trustee and the fees payable for these duties, in light of the expected efforts to reflect their expertise in various economic difficulty procedures, thus ensuring justice as required.
The council continued its work by reviewing a military cooperation agreement between the Government of Morocco and the Government of Burkina Faso, signed in Rabat on July 24, 2024, and Draft Law No. 01.25, which approves the aforementioned agreement, presented by Abdellatif Loudyi, the Minister Delegate to the Head of Government responsible for National Defense Administration, on behalf of Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccans Abroad.
