The government approved the transformation of the National Office of Hydrocarbons and Mines into a public company, strengthening healthcare system reforms.
During its weekly meeting on Thursday, June 29, 2025, the Council of Ministers approved draft law No. 56.24, which aims to reposition this institution within the national economic landscape and enhance its governance and effectiveness.
This decision is part of the implementation of framework law No. 50.21 concerning the reform of public institutions and companies, in line with the provisions of law No. 82.20, which establishes the National Agency for Strategic Management of State Contributions and monitoring its performance efficiency. The project aims to diversify funding sources, improve the productivity of invested capital, and enhance national assets in the hydrocarbons and mining sectors as a lever for sustainable development.
In a related context, the council approved several draft decrees linked to the reform of the national healthcare system. Among the most notable is draft decree No. 2.24.226 which establishes a model statute for health professionals working within regional healthcare groups, aimed at motivating health personnel and improving their professional conditions, in alignment with the royal guidelines for health system reform.
The council also approved draft decree No. 2.25.531 concerning the financial status of medical, pharmaceutical, and dental researchers by reviewing supplemental salaries, as part of the government’s efforts to retain medical competencies and encourage their stable contribution to research, training, and management within university hospitals.
Additionally, the council acknowledged the start of the regional healthcare group in the Tangier-Tetouan-Al Hoceima region to exercise its actual powers through decree No. 2.25.547, which regulates the transfer of the concerned employees and ensures the continuity of their salaries and financial and administrative management.
To complete this package of measures, the council approved draft decree No. 2.25.532, which modifies and complements the statutory framework for the faculty of researchers in medicine, pharmacy, and dentistry, with the aim of supporting ongoing reforms and enhancing the quality of training and research in the health sector.
These government approvals reflect a desire to accelerate the pace of institutional reform, both in the energy and mining sector and in the healthcare system, ensuring higher efficiency in public performance and achieving goals for sustainable national development.
