Fouad Lqaj, the Minister Delegate for Budget, confirmed that the legislative framework governing public procurement is undergoing continuous dynamism aimed at keeping pace with economic transformations and the development of institutions, necessitating ongoing monitoring and regular updates to this system.
During the weekly oral question session at the House of Councillors on Tuesday, Lqaj explained that the government has prioritized the revision of the decree regulating public procurement to better align with international standards in this area, responding to oral questions from the National Rally of Independents and the General Confederation of Moroccan Enterprises.
The minister pointed out that public procurement is a pivotal pillar in reinforcing public governance, emphasizing that the amendments introduced to the decree are designed to regulate the execution of procurement and ensure transparency, with the adoption of technical and legislative measures that contribute to enhancing the credibility of the contractual process between the state and enterprises.
In this context, Lqaj confirmed that establishing a Moroccan observatory for public procurement is part of efforts to develop the project owners’ system within institutions and aims to address the discrepancies that may arise during the enactment of the public procurement code, while adopting a dynamic vision that allows for continuous evaluation and correction.
