Amendments to the Highway Code to Regulate Electric Bicycles and “Trottinettes”

During its weekly meeting on Thursday, the government council approved draft decree No. 2.24.393, amending and supplementing decree No. 2.10.421 issued on September 29, 2010, relating to the implementation of Law No. 52.05 concerning the Highway Code. This decision followed a presentation by Minister of Transport and Logistics Abdessamad Guiraouh, taking into account observations raised during the discussion.

This project comes in response to the rapid developments in urban transport, particularly with the emergence of new modes of public transportation and the increasing reliance on advanced driver assistance systems, aimed at enhancing road safety and facilitating the driving of various types of vehicles.

The approved text includes new regulatory provisions, notably the inclusion of legal definitions for the concepts of “motorized personal transport vehicle” and “pedal-assist bicycle,” alongside the provision for modifying permissible weights and dimensions for vehicles, through decisions issued by the relevant government authority responsible for transportation.

The decree specifies the technical characteristics that must be present in new vehicles, including those intended for personal transport, and mandates the installation of advanced systems to assist drivers according to the type of vehicle, ensuring safe driving on the roads.

This update is part of the government’s ongoing efforts to simplify administrative procedures within the National Road Safety Agency and respond to the practical requirements and technological advancements in the transportation sector, contributing to the reduction of traffic accidents and improving the quality of the legislative framework governing traffic movement.
