The Minister of Employment, Younes Skouri, emphasized in a speech on the occasion of Labor Day that the government is committed to implementing the obligations stated in the social agreement. He explained that during high-level meetings held to activate the agreement’s outcomes, several issues were discussed due to the objective challenges they present.

Regarding wage increases, he clarified that the government reaffirms its commitment to disbursing the second installment of a wage increase amounting to 500 dirhams for public sector workers, after the first installment was paid last year.

He added that there is a commitment to continue gradually raising wages by 5% in January 2026 for the minimum wage, and another 5% in April 2026 for the minimum wage in the agricultural sector, leading to a total increase of 10% for both agricultural and non-agricultural activities.

As for the employees in local authorities, he noted that they benefited from a general wage increase, highlighting that work is currently underway on a special framework for this category, encompassing promotion, training, and ensuring professional rights.

Regarding the situation of various inter-ministerial bodies, he confirmed that the government is working to initiate discussions on improving the basic systems specific to these organizations (the Engineering Corps, the Administrative Corps, and the Technicians Corps).

He also noted that the Labor Inspection Authority is of particular importance to the government, adding that additional responsibilities have been assigned to it under the regulatory law regarding the right to strike, to ensure balance and protect workers’ rights.

In terms of sectoral dialogues, the minister indicated that the government reaffirms its commitment to ensuring their regularity and coordination, through directives issued by the Prime Minister’s office, along with mechanisms to monitor the implementation of sectoral commitments.

On another note, he emphasized that the government renews its commitment to the legislative initiatives agreed upon in April 2022 and reaffirmed in April 2024, specifically mentioning the trade union law and the labor code.

He stated that the government’s aim through these initiatives is to address injustices in certain sectors, such as private security and cleanliness, within a participatory and gradual approach that ensures the proper implementation of the provisions and spirit of the constitution.

Concerning pension system reform, the minister underscored that this is one of the priorities of social dialogue, confirming that during the last round of social dialogue, an agreement was reached on a work methodology that involves reactivating the national committee responsible for pension system reform.
