The Speaker of the House of Representatives, Rachid Talbi Alami, stated that the education sector in Morocco has reached a critical stage prior to the adoption of the 2011 Constitution, prompting urgent intervention from the state and government to rescue it and restore the public school’s dignity. He noted that the royal speech delivered by King Mohammed VI on August 20, 2012, marked a turning point in the path of educational reform, as it presented a comprehensive vision addressing its deficiencies and opened the door to a new approach that aligns with societal and international transformations.

In his intervention during a study day organized by the House of Representatives on the topic “Transformation of Educational Policies: What Structure for Public Management in Light of Current Societal Challenges,” Talbi Alami pointed out that the royal speech did not only diagnose the reality but also provided a roadmap for preparing future generations for a future characterized by significant technological changes, with long-term objectives extending to 2050 and 2060.

The parliamentary official praised the role played by former Minister Saïd Amzazi in presenting framework law 51.17, describing it as a “monumental effort” resulting from a broad national discussion that culminated in a binding law for various state institutions in the field of education.

Talbi Alami highlighted the transformations the world has undergone, moving from an agricultural to an industrial and then a technological society, explaining that each phase utilized its tools as a means of advancement rather than an end in itself. He emphasized that artificial intelligence today should be leveraged as a development tool, ensuring compatibility with Moroccan cultural specifics, while warning that rapid development without societal support could lead to disengagement or resistance from the community.

He confirmed that the development of the educational system requires a clear methodological vision that balances technological advancement and the preservation of Moroccan identity, asserting that the Moroccan individual carries a rich civilizational heritage that must be harnessed in building a societal model capable of embracing progress without compromising cultural constants.

On another note, Talbi Alami discussed the constitutional transformation after 2011, explaining that previous constitutions only referred to “government policy,” while the 2011 Constitution introduced broader concepts such as “public policy” and “general policy,” which contributed to strengthening institutional stability and ensuring continuity in the state’s strategic orientations.

The Speaker of the House of Representatives concluded his remarks by emphasizing the importance of involving various stakeholders in formulating public policies, including both the majority and the opposition within parliament, to ensure a balance between modernization and identity in the fields of education and training.
