The Ministry of Digital Transition and Administrative Reform and the General Directorate of National Security have signed a new framework agreement to enhance cooperation between the two institutions in the development of e-government and the widespread use of digital identity linked to the new generation of electronic national identification cards. The signing took place at the ministry’s headquarters in Rabat on Friday, May 2, 2025, in the presence of the Minister Delegate, Amal Al-Falahi Sghroshni, and the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi.
This agreement is part of the implementation of royal directives aimed at accelerating the pace of digitalization and its expansion. It also represents one of the key areas of the “Digital Morocco 2030” strategy. This initiative aims to facilitate access to public services and provide reliable and secure digital mechanisms for verifying the identity of citizens without the need for physical presence.
Through this joint framework, the two institutions establish the foundations for legal and technical cooperation, allowing the integration of digital services and data exchange between various administrations while fully respecting the regulations on personal data protection. The agreement also aims to expedite the digitization of public sectors and improve the quality of services provided by relying on digital documentation tools, which offer a simplified and more efficient experience for citizens.
This partnership paves the way for the widespread use of a “trusted national third party” system, ensuring the reliability of digital identity verification and laying the groundwork for a new phase in the provision of public services based on digital trust and institutional integration.
