On the third day of “GITEX Africa Morocco 2025,” three agreements were signed this Wednesday afternoon at the pavilion of the Ministry in charge of Digital Transition and Administrative Reform. Among these was a “partnership agreement” aimed at enhancing the digitization of the National Library of the Kingdom of Morocco, along with two other agreements with key players specializing in artificial intelligence and delivery services.

On the sidelines of the largest exhibition of technology advancements and digital innovations on the African continent, held in Marrakech over three days under royal patronage, the Minister responsible for Digital Transition, Amal Filaha-Saghrouchni, signed a digitization partnership agreement for the National Library with the Minister of Youth, Culture, and Communication, Mohamed Mehdi Bennassir.

According to the information released by the signing parties, this agreement, witnessed by the newspaper Hespress, aims for collaborative work on “recreating the institutional portal, while enhancing the role of digital books and legal deposit services.”

The provisions of the agreement also stipulate “digitizing periodicals and manuscripts,” as well as “digitizing stone manuscripts,” in addition to “developing a software program for the benefit of people with disabilities.”

The two parties also agreed to work on “digitizing donated libraries intended for the National Library of the Kingdom of Morocco, so that the library can make them available to the general public of researchers.”

In a related context, the Ministry of Digital Transition and Administrative Reform signed a new partnership with “Glovo,” which operates in the delivery services sector, during the third edition of the “GITEX Africa” exhibition to organize the event “Mediterranean Startup Connect 2030,” scheduled to be held in Casablanca in October 2025.

This event aims to “enhance synergies and cooperation among technology actors in the Mediterranean region, while promoting Morocco as an investment hub in the technology sector.”

In preparation for the 2030 World Cup, both the ministry and “Glovo” commit to promoting “the digital ecosystem in Morocco and its crucial role in the success of this major event.”

With a strong presence in Spain, Portugal, and Morocco, “Glovo” announced in a statement following the signing that it “intends to leverage this base and its expertise to enhance cooperation among technology actors in the Mediterranean region and promote Morocco as a destination for European venture capital funds.”

The company noted that “the aim is to highlight the potential of the technology sector and explore avenues for cooperation and increase the sector’s participation in organizing upcoming global events.” The signed event is expected to include discussion sessions to encourage the exchange of experiences and workshops on collaboration, as well as networking sessions for startups from the host countries of the 2030 World Cup.

On this occasion, William Benthal, Glovo’s Global Director of Public Affairs, stated: “We renew our commitment to the Moroccan technology ecosystem alongside the Ministry of Digital Transition and Administrative Reform. We aim to play a catalytic role in enhancing cooperation among actors within the Mediterranean ecosystem. We are determined to make Morocco a major destination for attracting more tech entrepreneurs and investors.”

The delivery services company reiterated its renewed commitment to the Moroccan digital ecosystem through this new partnership, which continues their fruitful collaboration.

It is noteworthy that the Minister of Digital Transition also signed an agreement during the same ceremonies with an American organization specializing in artificial intelligence, CompTIA, concluding a series of institutional agreements during this year’s session, which is expected to conclude today.
