Al-Tahrawi: The Activation Rate of Outcomes from the Social Dialogue in the Health Sector Reached Approximately 60 Percent

Minister of Health and Social Protection, Ameen al-Tahraoui, stated yesterday during a session at the House of Councillors that the implementation rate of the outcomes of the social dialogue with financial implications in the health sector has reached approximately 60%, while the activation rate of the referential points has reached 75%.

Al-Tahraoui emphasized, in response to an oral question regarding “sectoral social dialogue,” that sectoral dialogue is a critical mechanism to enhance constructive dialogue and fruitful consultation between the ministry and various social partners, especially in the context of implementing the legislative texts related to the restructuring of the national health system.

In the same vein, the minister presented the results of the sectoral social dialogue, highlighting the government council’s approval on April 24, 2025 of draft decree number 2.25.339 concerning the increase in compensation for occupational hazards, which stipulates net monthly increases of 500 dirhams for nursing staff and 200 dirhams for administrative and technical staff, starting next July.

He also mentioned that the benefit from this increase has been extended to include university professors in higher institutes for nursing professions and health technologies, with a net increase approaching 759 dirhams.

Al-Tahraoui noted that among the fruits of this dialogue is the issuance of a decree for the foundational system of the scientific attaché body, alongside a review of their compensation, improving promotion conditions, and calculating on-call, mandatory, and standby compensation according to fairer mechanisms.

Moreover, the minister indicated that special compensations have been allocated for workers in health programs, and regulatory texts have been approved to ensure the protection of health professionals’ rights under the new structure of the health system.

In this regard, Al-Tahraoui addressed the government council’s endorsement of draft decree number 2.25.340, which mandates the attachment or transfer of employees from the Ministry of Health to the Moroccan Agency for Medicines and Health Products and the Moroccan Agency for Blood and Blood Products, while maintaining their administrative and financial statuses as public employees, in accordance with the provisions of the framework law concerning the health system.
