At the Digital Transition Ministry’s pavilion during the “GITEX Africa 2025” exhibition, the Ministry of Digital Transformation and Administrative Reform signed several multilateral agreements and “Memoranda of Understanding” on Tuesday. Some of these agreements support the acceleration of achieving the goals of “Digital Morocco 2030,” while others aim to digitize the artisan sector and invest in the “outsourcing” industry.

On this occasion, a “Memorandum of Understanding” was signed on the second day of Africa’s largest technology exhibition to establish a skills center in the consulting and outsourcing sector in the Casablanca-Settat region, between Minister Amal Al-Fallah Seghrouchni and Karim Zidan, the Minister Delegate to the Head of Government responsible for Investment, Coordination, and Policy Evaluation, in the presence of representatives from KPMG.

The project outlined in the signed memorandum includes “the establishment of a skills center dedicated to technological consulting, digital transformation, and financial and tax consulting, in addition to supporting mergers, acquisitions, and restructuring,” targeting “the provision of 150 direct jobs by 2029.”

According to the Minister of Investment, “This partnership is part of the momentum resulting from the new investment charter and national priorities regarding digital sovereignty and human capital development. The center will enhance the attractiveness of the region in terms of outsourcing supply chains as well as services in the Casablanca region.”

In line with the national policy supporting investment in outsourcing and digital transformation, another “Memorandum of Understanding” was signed on the same day between the Ministry of Digital Transition and Administrative Reform, the Ministry of Investment, Coordination, and Policy Evaluation, and the Arrow ECS Support Center in Morocco.

This partnership aims to “support the project of expanding the Shared Services Center in the Casablanca-Settat region,” and stipulates “the establishment of new technical and administrative skills centers in the digital field,” and “this project will provide 700 direct job opportunities by 2029,” according to the announced data.

Through this partnership, the parties involved “confirm their mutual desire to enhance local digital systems and stimulate job creation.”

Efforts to “enhance regional development and attract investment” continue with the signing of a Memorandum of Understanding between the Ministry of Digital Transition, the ministry responsible for investment and coordination, and 2T Services in Morocco. The shared commitment involves creating a multidisciplinary service center in the Eastern region, specifically in the city of Oujda.

This center, which will specialize in outsourcing services, aims to “create 200 direct job opportunities by 2028, thereby helping to invigorate the regional economy.” The agreement also helps “promote a framework for outsourcing in Morocco and paves the way for organized cooperation between the public and private sectors, with the aim of making digital technology a lever for regional opportunities.”

This initiative, according to the signatories, reflects “the government’s desire to enhance the economic integration of regions, support local investors, and help Moroccan youth develop their skills in the rapidly changing service economy.”

A “Memorandum of Understanding” serves as a “strategic agreement” representing the commitment of both “Nokia” and the Ministry of Digital Transition” to accelerate the achievement of the goals of the “Digital Morocco 2030” strategy launched last year, particularly through “cooperation to enhance knowledge sharing, develop national coverage of local talents through 5G networks and fiber optics, and establish a national digital ecosystem.” Another agreement was concluded in the pavilion of the Ministry of Digital Transition during the “GITEX Africa 2025” exhibition.

The Memorandum of Understanding was signed by Amal Al-Fallah Seghrouchni, Minister of Digital Transition and Administrative Reform, and Pierre Choume, Vice President of Nokia Infrastructure Networks for North, West, and Central Africa.

As Morocco prepares to host major sporting events in 2025 and 2030, Nokia will leverage its expertise in communications infrastructure to enhance the digital experiences for participants in the events and ensure “world-class connectivity solutions.”

The “Nokia Innovation Center,” inaugurated by the ministry, will play a pivotal role in “training talents, research, and developing solutions tailored to the digital landscape in Morocco.” The center will also support the “JAZARI” initiative launched by the overseeing ministry to promote local innovation and technological excellence.

Nokia continues to provide expertise and consulting aimed at enhancing national internet coverage, fostering an inclusive and sustainable digital environment to improve network coverage, particularly through the rollout of 5G technology, expanding fiber-optic networks, and initiatives such as the national high-speed plan and infrastructure sharing strategies.

It is noted that the signing ceremony also witnessed a partnership agreement between the Ministry of Digital Transition and the State Secretariat responsible for the artisan sector and social and solidarity economy, which seeks to “digitize the artisan sector and the pathways of traditional craft professionals,” as clarified by Lahcen Saadi on the sidelines of the ceremony.
