Agreement between CNDP and ANGSPE to Enhance Digital Trust and Compliance in Public Institutions

On Monday, a partnership agreement was signed between the National Commission for the Control of Personal Data Protection (CNDP) and the National Agency for State Contribution Management and Performance Monitoring of Public Institutions and Enterprises (ANGSPE), on the sidelines of GITEX Africa, one of the largest technological events on the continent.

This agreement, which falls under the “DATA-TIKA” program, aims to establish effective mechanisms for compliance with Law No. 09.08 concerning the protection of individuals with regard to the processing of personal data, and to promote a culture of data protection within public institutions.

Omar Segrouchni, the head of the CNDP, confirmed that this partnership reflects a shared desire to build a trustworthy digital space. He emphasized that any advancement in digital transformation cannot occur without fostering trust and protecting privacy, adding, “If we want to live digitally, we must embrace data protection and digital trust.”

The agreement revolves around three main areas. The first pertains to “enhancing legal compliance,” whereby the CNDP will assist the agency in implementing the provisions of Law 09.08, providing specialized training, and opening the possibility of using the digital reporting platform developed by the commission.

The second area focuses on “supporting data governance” through the development of a specific thinking and planning model for the agency’s projects related to personal data, identifying challenges associated with its use. The third area relates to “establishing digital trust” by organizing workshops to formulate recommendations and guidelines for building a shared national vision on responsible data use.

The CNDP highlighted in a statement that the agreement would lead to the establishment of a “joint committee to monitor the implementation of the agreement, assess progress, and ensure the activation of the action plan.”

For his part, Abdul Latif Zghnon, the Director General of ANGSPE, praised the significance of this step, expressing his institution’s commitment to complying with data protection standards in line with national trends towards modernizing the public sector and improving governance.

He noted that this initiative “is part of a broader national strategy aimed at aligning the Moroccan digital ecosystem with international standards and enhancing the Kingdom’s position as a regional player in the field of digital trust.”
